Zealous and compassionate legal advocacy on behalf of children and their families

Shahar Pasch has spent her legal career fighting for her client’s rights, from school meetings to the courthouse. She has litigated and successfully appealed cases in county, circuit and appellate courts, including R.F. v Dept. of Children and Fam., 50 So.3rd 1243 (Fla. 4th DCA2011), an often cited case on the interstate compact on the placement of children. Shahar has presented statewide on special education law and the rights of children. She currently serves as Chair of the Florida Bar Association’s Standing Committee of the Legal Needs of Children.

Shahar graduated Magna Cum Laude from the University of Miami School of Law in 2002, where she was selected for the Miami Scholar program.  She was awarded a Florida Bar Foundation Summer Legal Fellowship, served  on the University of Miami Law Review as the Legal Research and Writing Editor, was a research assistant, and President of the University of Miami Law Women.  Shahar was named Outstanding Woman Law Graduate and inducted into the Order of the Coif.  In between college and law school, Shahar worked in the legislative office of State Representative (now Congresswoman) Lois Frankel. Shahar graduated Cum Laude from Florida State University in 1997.

In 2002, Shahar received a prestigious Fellowship from Equal Justice Works.  She developed a project to provide legal services for the poor in the area of complex consumer litigation. She continued at her fellowship project as a consumer law attorney in the Legal Aid Society’s Elder Law Project from 2002-2005. In 2005, she took some time off to be with her young family. In 2008, Shahar returned to the Legal Aid Society as a senior attorney in the Juvenile Advocacy Project, where she represented dependent and delinquent children through direct and systemic representation.  She became a supervising attorney in the Education Advocacy Law Project in 2014.

Shahar has dedicated her legal career to working on behalf of children. She has provided direct representation and counsel to hundreds of clients, and has successfully advocated for broad, systemic improvements to education services for disabled and disadvantaged children. In 2016, Shahar joined Robert in private practice, bringing her years of experience in juvenile court, appeals, mental health and education law to help their clients achieve positive results.
